Примарна надія на «справедливість» у країні, владу в якій узурпувала диктатура «довічного».
На початку жовтня цього року ФСБ РФ опублікувала наказ з переліком відомостей, які можуть бути використані іноземцями проти безпеки Росії. Мова йде не про держтаємницю або секретну інформацію, а про таку, яка, на думку ФСБ, потенційно може використовуватися проти державної безпеки РФ іноземними державами і міжнародними організаціями.
Перелік було розроблено відповідно до поправок в законодавство, прийнятих Держдумою і Володимиром Путіним в кінці 2020 року. Тоді влада внесла ще одну статтю в закон «Про заходи впливу на осіб, причетних до порушень основоположних свобод людини, прав і свобод громадян РФ» ( «Закон Діми Яковлєва»). У ній прописувалися умови визнання «іноземними агентами» фізичних осіб та внесення їх до відповідного реєстру. Тепер до цього реєстру можна потрапити в тому числі за «цілеспрямований збір відомостей в області військової, військово-технічній діяльності Російської Федерації, які при їх отриманні іноземним джерелом можуть бути використані проти безпеки Російської Федерації» . При цьому навіть неважливо, чи є претендент на потрапляння до реєстру «іноагентів» громадянином Росії або іноземцем – визнати «іноагентом» за збір цих даних в інтересах іноземного джерела можна незалежно від наявності іноземного паспорта. Список саме таких відомостей і підготувала ФСБ.
Повний перелік, опублікований ФСБ, складається з 60 пунктів, викладених на дев’яти сторінках. У число відомостей, за збір яких особа може бути визнана «іноагентом», увійшли практично всі питання, які стосуються стану, шляхів розвитку та перспектив армії, поліції, військових слідчих органів Слідчого комітету, прокуратури, «Роскосмосу», військових підрозділів протипожежної служби і т. д.
Окремим пунктом у переліку йдеться про «відомості про дотримання законності та морально-психологічному кліматі в військах» та «відомості про хід і результати розгляду повідомлень про злочини в армії, які розслідуються ФСБ і військовим підрозділом СК». Ці пункти практично унеможливили роботу правозахисних організацій, які опікуються випадками так званої «дідівщини» у ЗС РФ, яка, незважаючи на численні заяви високопосадовців МО РФ та Кремля про викорінення, тільки із року в рік поширюється та стала практично «візитівкою» російського війська.
Тепер, з прийняттям цього наказу, якщо правозахисна організація надасть доповідь про казармене насильство в Комітет проти тортур ООН, це означатиме, що така організація і отримує, і надає якусь організаційно-методичну допомогу. Для визнання «іноагентом» цього буде цілком достатньо. Навіть повідомити громадськість про звернення до правозахисника за допомогою військовослужбовця, що постраждав від «дідівщини», до того моменту, коли цю інформацію не оприлюднить СК тепер неможливо.
Нещодавно заступник голови комітету з безпеки Держдуми Анатолій Виборний сказав, що тема правопорушень в армії нібито «втрачає актуальність в сучасній Росії», а нестатутні відносини стали швидше винятком. Та такі заяви зовсім не відповідають реальному стану справ у російському війську. В цьому році значно збільшилася кількість непояснених самогубств строковиків. У військових одна відповідь: «посварився з дівчиною». В тому числі коли міфічна «дівчина» є тільки в уяві командування. Головна військова прокуратура і Головне слідче управління заявляли, що в цьому році на третину збільшилися втечі з армії і насильницькі злочини. Але потім цю інформацію видалили з сайтів усіх ЗМІ. Цілком зрозуміло з чим це пов’язано. Армія РФ прагне до повної закритості. І стає тільки гірше.
В Росії є кілька громадських організацій, які допомагають військовослужбовцям та їхнім родичам привернути увагу до випадків «дідівщини» і домогтися справедливого покарання для винних. Та чи зможуть вони продовжити роботу після опублікованого ФСБ переліку «потенційно секретних відомостей»? Адже «материнські комітети» та інші правозахисні організації часто використовують публічність і ЗМІ для допомоги своїм підопічним. Без уваги громадськості до проблематики марно сподіватися на справедливе покарання винних.
Навіть при доведенні діла про «дідівщину» до суду, останній часто густо виносить виправдальний вирок. І кількість таких «виправдань» з кожним роком стає все більше. Злочинці уникають відповідальності і продовжують знущатися та доводити до втечі або самогубства «молодих».
Минулого тижня одна з правозахисних структур РФ, «Солдатські матері Санкт-Петербурга», оголосила, що більше не зможе допомагати військовослужбовцям через перелік даних, затверджений ФСБ. Йдеться про фактичне закриття основного напрямку роботи організації. Можливість отримати правозахисну допомогу військовослужбовцям стрімко зменшується. І це не дивно. Надія на «справедливість» у країні, владу в якій узурпувала диктатура «довічного», очікувано стає все більш примарною…
