Памяти победы над нацизмом во Второй мировой войне.
Вторая мировая война 1939-1945 гг. стала величайшей трагедией человечества в XX веке. Ее главным поджигателем в Европе выступила нацистская Германия. Развязыванию войны способствовала и политика СССР. Подписанный 23 августа 1939 г. пакт Молотова – Риббентропа открыл путь Германии к нападению на Польшу. Советский Союз, фактически оказавшись соучастником агрессии против Польши, начал войну за захват Финляндии, оккупировал Литву, Латвию, Эстонию и часть Румынии.
С нападением Германии на СССР 22 июня 1941 г. и до полного освобождения своей территории характер войны для советской страны становится освободительным, справедливым.
Кровавый вал войны прокатился по украинской земле дважды – с Запада на Восток и обратно. Украина на многие годы стала полем сражений, местом, где сталинским и гитлеровским тоталитарными режимами совершались преступления против человеческого сообщества и человечности.
Наши земляки – фронтовики, партизаны и подпольщики – самоотверженно сражались за свою землю, свой народ, свою семью. Вели борьбу с агрессором около 9 миллионов уроженцев Украины. Едва ли не половина из них сложили головы в боях за свою Родину и в ходе изгнания нацистов и их союзников из ряда европейских стран. Несоветский антинацистский фронт открыло и украинское освободительное движение, подпольная армия которого самоотверженно защищала свою землю от захватчиков, воплощая исконное стремление к государственной независимости.
Сыны и дочери Украины внесли весомый вклад в военную победу объединенных наций над гитлеризмом, его идеологией и практикой.
Миллионы наших сограждан стали жертвами человеконенавистнических утопических идеологий или безвременно умерли от ран, голода и болезней. Катастрофические последствия войны не обошли стороной ни одну семью. Неисчислимые жертвы и разрушения, горе, скорбь, нужда и скудость коснулись каждого города и села. Вследствие этих и многих других фактов память о войне и победе в ней, добытой ценой больших усилий и жертв, особенно дорога, глубоко чтима и нерушима.
В 2016 г. Верховная Рада, учитывая выдающееся значение победы над нацизмом, отдавая дань памяти всем жертвам войны, приняла соответствующий закон Украины, которым учреждается День памяти и примирения, отмечаемый ежегодно 8 мая. Вместе с тем, законодательным актом подтверждено ежегодное ознаменование даты 9 мая как государственного праздника – Дня победы над нацизмом во Второй мировой войне или просто Дня победы.
Закон провозгласил уважительное отношение к памяти о победе, ветеранах войны, участниках украинского освободительного движения и жертвах нацизма священным долгом государства и граждан Украины.
Воплощение закона в жизнь гарантируется ежегодными указами Президента Украины. Правовые акты главы государства обязывают исполнительную вертикаль власти страны, органы местного самоуправления организовывать и проводить соответствующие мемориальные и культурные мероприятия с участием представителей органов власти, территориальных громад, общественных организаций, участников АТО, представителей волонтерского движения, духовенства и молодежи.
Упорядочение мемориалов, памятников, воинских захоронений жертв Второй мировой войны – важная сторона подготовки всей страны к Дням памяти и Победы.
В соответствии с президентскими указами органами исполнительной власти и местного самоуправления, по мере возможности, принимаются меры по улучшению социальной защиты ветеранов войны, участников украинского освободительного движения времен Второй мировой войны, жертв нацистских преследований, семей погибших (умерших) воинов.
8, 9 мая религиозные организации совершают панихиды по погибшим во Второй мировой войне и молебны за защитников Родины.
Для мероприятий, приуроченных к этим датам, на государственном уровне с 2014 г. используется новый символ – красный мак и лозунг – «1939-1945. Никогда снова». Вместе с тем, утверждается новый мемориальный канон «не празднуем, а чтим» с акцентом на истории простых людей – участников и очевидцев той войны.
